EU Directive 2015/412 now allows European Union member states to restrict or prohibit cultivation of genetically modified plants (GMPs) in their territory on grounds that were not previously admissible, including grounds relating to public policy and the socio-economic impacts of GMPs. Although the Directive has been incorporated into French law by the law of 2 December 2015 (sections 20 et seq.), the French Government has referred the matter to HCB for its opinion on how such reasons and impacts should be approached. The recommendation that the HCB Economic, Ethical and Social Committee is shortly to deliver will thus explore the implications, scope, methods and effects of this change in approach to GMPs. The symposium will offer an opportunity to compare European and international thinking and experience on this question.
